Spain public tenders: PLACSP and regional sources

Use Spain's Plataforma de Contratación del Sector Público to find procurement notices, then confirm the buyer profile and electronic response channel. Suppliers entering Spain need a source map that accounts for regional platforms, tender language and the difference between a published opportunity and an accessible bidding route.

Source guidance checked: 13 September 2026. Editorial owner: Antoine Simon. Next review: 13 December 2026, or sooner if a source or procedure changes. The worked example is illustrative, not a live tender.

Where to find opportunities and evidence

Source Use it for Boundary to check
PLACSP Tender and buyer-profile discovery Follow the linked profile and submission instructions for the particular procedure.
Government procurement access guide Official introduction to public-contracting information Regional systems and buyer instructions still need checking.
Ministry of Finance procurement resources Official resources and open-data entry points A feed can describe a notice without containing all attachments or updates.
TED EU-level publication It does not cover every Spanish low-value purchase.

Follow the expediente, not just the headline

Save the expediente number, contracting body, lot, document URL and actual response portal. Regional publication and national aggregation can describe the same procurement. Compare identifiers and buyer details before counting records or notifying the sales team twice.

Read the pliego de cláusulas administrativas particulares for participation and commercial conditions, and the pliego de prescripciones técnicas for technical scope. Capture corrections and clarification responses with the original documents.

Confirm language and electronic readiness

Search in Spanish and, where relevant, the co-official language used by the buyer. A nationwide keyword strategy can miss local terminology. Use CPV codes as another discovery route, then read the specification to confirm relevance.

Check registration, signing, representation and software requirements in the designated electronic submission system. Where a register such as ROLECE is referenced, determine the exact requirement and timing in the procedure rather than treating it as a universal rule for every tender. Assign a named person to test document upload and signature validation before bid production reaches its final day.

Choose a viable lot

Record place of performance, response-time commitments, required references, financial capacity, subcontracting conditions and the award formula. A tender can be geographically attractive yet bundle services your team cannot provide. Distinguish the base term, options and framework ceiling before treating a published value as obtainable revenue.

Use current official guidance for thresholds and procedure-specific participation rules. An English summary of the Spanish procurement system is insufficient evidence for a legal eligibility conclusion.

A practical monitoring routine

  1. Define the products or services you can deliver, the viable locations and the buyers you want to serve.
  2. Run a classification search and a separate keyword search. Review the overlap and the useful results that either search misses.
  3. Record each candidate's source URL, identifier, lot, status, deadline, delivery location and reason for fit.
  4. Read the current documents and amendments. Assign one person to watch questions, changes and submission requirements.
  5. Keep historical awards and early signals outside the active-bid queue. Review them for buyer context and follow-up dates.
  6. Each week, inspect a sample of rejected results and known relevant notices. Adjust the search for demonstrated misses rather than tightening every filter at once.

Worked supplier example

An engineering consultancy serving Catalonia should search its technical specialty, named public buyers and CPV branches such as engineering services. For each result, check whether the assignment is design, supervision or construction delivery. A construction contract with incidental design is a different commercial proposition from a design consultancy lot.

Check coverage before relying on Duke

This guide documents official sources; it does not certify that Duke currently imports every source, attachment, amendment or local procurement described here. Before using Duke as your monitoring routine, compare several known notices from your target buyers with the results available in your account. Check publication dates, lots, deadlines, source links and changes. Keep an official-source check for anything not demonstrated.

Bring that sample and your buyer list to a Duke discussion. Ask which parts of the workflow and source coverage can be shown for your market today.

Your next decision

Use the tender notice reading guide to turn a candidate into a qualification record. For restricted buying routes, read how framework agreements work. Continue with Italy supplier playbook if that market or sector is part of your expansion.
